Health, Safety and Environmental (HSE) Manager

Job Description

The Health, Safety and Environmental Manager will build management systems, develop improvement strategy, and plans for the site, establish governance and performance metrics, and provide professional support, coaching and guidance to the site leadership team members and their teams on all operational health, safety and environmental matters.

Key Accountabilities

·       Develop, manage, and embed legal HS&E policies and procedures to enable compliance and continuous improvement.

·       Provide legal and technical guidance. Drive, create and support implementation initiatives to embed controls to mitigate risk arising from new/changing HSE Legislation.

·       Through internal stakeholder engagement, design, develop, implement, and manage programmes that grow HSE through initiatives that mature culture and improve behaviours that underpin site management and performance metrics.

·       Create systems and educate site teams to ensure effective investigation of all incidents. Implement and management of the incident recording system.

·       Using technical knowledge and application provide direction and coaching to grow the HSE capability to maximise performance and potential. Implement and lead committees involving representatives from all levels.

·       Coordinate and manage local stakeholder relationships (HSE, customers, auditors). Ensure that legal statute is followed and applied correctly so that HSE incidents are managed and reported to enforcing authorities. Lead and manage enforcement visits, external audits, customer visits successful completion.

·       Using detailed knowledge ensure that HSE matters are timely and correctly considered and implemented in capex projects (insurance, fire, security, machinery, chemical etc)

·       Lead the Health, Safety and Environment audit programme to ensure compliance with agreed standards and recommend areas for improvement.

Performance Measures

·       Successful creation and maintenance of embedded management systems supported with a site audit process and schedule generating clear improvement plan

·       Both strategic and tactical plans established embedding current and future HSE risk with effective change management.

·       Sustained risk reduction and management with Legal reviews and gap analysis

·       Road map established to deliver strategic plan, with designed process to educate, communicate and drive culture change that embed HSE into everyday practices and grow ownership and accountability at all levels showing improvement in learning, culture, and performance metrics. Establish and design requirements for group reporting and governance

·       Lead and conduct effective investigations with action close out, improving claims defensibility and performance.

·       Support site leadership teams in developing competency frameworks and development programmes

·       Effective communication strategy and lead close out from committee

·       Create a proactive engagement plan with external stakeholders, create and maintain a communication log with a positive reduction in the level of engagement with external bodies

·       Use of technical knowledge ensure any project, equipment and change to method of work is compliant, eradicates hazards and improves risk or sustainability

·       Design, implement and manage document controlled internal audit programme to HSE standards with closure of actions

Personal Specification

·       Ideally educated to degree level or holds a relevant professional qualification in Health and Safety management

·       Experienced in Health and Safety management ideally gained in manufacturing environment

·       Practitioner member of IEMA or working towards Environmental qualification

·       Demonstrable experience of continued technical development including current Health and Safety legislation

·       Additional knowledge of occupation health is desirable

·       Demonstrate behaviours that are focussed, supportive, decisive, driven and able to build relationships

·       Demonstrates good influencing skills and has experience motivating stakeholders at all levels

Job Type: Full–time

Salary: From £40,000.00 per year
